You probably don't remember this from the WN but Hitogami told Rudeus that both Roxy and Eris would have other partner's if Rudy didn't enter their lives, but Sylphy would be single, and ostracized (Laplace's curse and her green hair), her entire life without his involvement, also, she may have died an early death anyways due to having a weak fate. Not to mention her half-beast/half-elf heritage.
And those are external factors unique to her alone.

It doesn't matter if Rudeus loves someone else as long as he still also loves Roxy, and if so, then the first promise is still valid AND takes priority.
