Deku literally gets into a fucking academy for training the best heroes in the nation, where there's a dedicated engineering class for those that can use their smarts and have Quirks not quite fit for direct combat can put their brains to use or produce equipment from other people. If a quirkless Deku somehow got accepted into the academy under All for One's theoretical recommendation, he has the best resources on Earth to get his shit together. From the end of the series, he was the HERO OF JAPAN, if not the globe, for managing to stop All for One permanently, meaning he'd have the nigh-maximum connections and reputation for people to set him up.

The fact that the creator of the series just had him give up heroics for a whole ass decade while it took everyone a lot of time and money to get a supersuit together practically breaks even the canon logic of how the series had been working itself prior about this shit. Sure, there were no Quirkless running around with super suits, the resources to make it was probably quite high, but the fact that no one in his school considered this prior was a bit ridiculous, never mind that he straight up did absolutely nothing for ten years to do any of this in a setting that had already established in the spinoff by that point that Knuckleduster exists.

Deku should've been swimming in teaching, recommendations, and people's attempts to save his potential quirkless career, and instead he did nothing but teach ordinary kids to be good.
