well, nothing is foolproof
worth noting however that steam only added review bombing handling in response to user actions, which in all fairness often truly did have nothing to do with the game
and there are many big games that keep their low score, so looks like valve doesn't bend over just like that
but I agree that it is a system that can be gamed

however, I still think steam reviews and bad publicity in general have the best effectiveness overall, compared to other methods
even if it's far from guaranteed
