Plenty of those countries dubbed anime. Also, Brazil didn't listen to Mexican dubs.
In fact, out of the five majors (Venezuela, Colombia, Chile, Argentina and obviously Mexico), all of them had some major anime:
>Venezuela: 99% of the anime licensed by Animax (which was plenty)
>Colombia: Rurouni Kenshin (based on the original American dub by Sony), The Orbital Children, Basquash!
>Chile: You're Under Arrest!, Kinnikuman, Zoids
>Argentina: Spirited Away, Serial Experiments Lain, City: The Animation, Yo-kai Watch, Ponyo, Flavors of Youth, Candy Candy
