That was part of the point. In the early 2010s "irony" was huge. Everything had an ironic element to it and almost no one was being sincere. It was all people trying to be contrarian and say the thing that you think no one expects you to say like:

You can still see remnants of this cultural personality in a lot of millennial female comedians.

Fashion wise you saw this irony culture in things like your pic:
>being a cute girl but wearing clownish/ugly clothes.

Between girls, it was also a kind of unspoken flex of showing that you're so hot you can dress like a clown and still pull guys. You never saw hambeasts wearing goofy shit like that.

There was also this prevailing attitude of "not like other girls" you'd see in every 2010s subculture. In the case of those LMAFO types, they tried to set themselves apart by projecting as low maintenance cool girls that partied, got high and weren't preoccupied with girly things like nice looking clothes (all while wearing full faces of make up lol).
