Not really. AMD intentionally halved RDNA compute performance. So that benchmark is not surprising. They still have CDNA which is full power, and comes in higher-end models. There is no CDNA hardware in that benchmark.

At the time AMD did that, halving compute power seemed like a good idea. Scalpers were buying up all the Nvidia cards they could for big bucks, and AMD was selling out whole shipments of Polaris which was the cheap bang for the buck card for both gaming and compute. The idea was they could make CDNA hardware that only included the things that compute customers cared about, making the hardware cost less while letting them price it at a premium, and they could make RDNA hardware that wouldn't be desirable to compute customers, provide all the features needed for PC gaming, and so they'd have the ability to supply gaming hardware to an audience starved for cards.

Except the reality was that Nvidia managed to outpace compute demand, and got game developers on board with using compute power for gimmicks. Something AMD had tried with GCN, but not been able to get much success with. So OEMs buying hardware for PC Gamers largely didn't buy RDNA so they could add a DLSS bullet point in their spec sheet, CDNA was too exclusive and expensive since it wasn't even in the workstation cards, most Linux developers who were interested in rocm got stuck with half-power cards, and more casual developers just bought Nvidia since it could more easily do both.
I think AMD was betting on the idea that they could make a low-end RDNA die, and then have a CDNA chiplet die for more compute power on high-end cards, but at least so far that didn't work out.
