It would be owned by the Trump Presidential Library Fund, which operates like a private corporation to build and fund the operations of the physical library, and which Trump would control for the remainder of his life.
NARA does not pay for the actual buildings of any Presidential Library. You think NARA is using taxpayer dollars to build Obama's library right in the middle of Chicago? No dipshit, Obama's privately owned foundation/corporation bought the land and built the library using private donations.
