You're forgetting how the Illuminati are implied to be controlling the NSF, dude. Everett had the NSF's command on speed dial to send him a battalion to pick up his gold. Its implied the NSF were a pawn being used against Unatco and MJ12, and possibly even before then.

Also, basically all of those guys are enemies of MJ12 specifically. The Illuminati *maybe* by proxy, since Page's an ex-illuminatus and MJ12 was his Illuminati division. It's not really hard and fast, especially since, unlike MJ12, the Illuminati never moves directly. Everything is nearly arranged. Intermediaries acting through intermediaries. Savage and Tong are the only two on that list I'd call explicit, knowing enemies of the Illuminati, because they're the only ones I'd say who actually know what's going on.

The Illuminati, despite having been reduced to three guys by the end of DX1, are also still three of the most influential people with the right connections, influence, and money - old money. The sort of "money" that's a lot more real than a number in a bank account. Page and JC might've knocked out a lot of their resources, but they're just down, not out. Remember Everett's line about "boxes stacked one in another," waiting to be reactivated.
