I hope you understand how expensive it is to make a game like that from scratch with no pre-existing code structure for it.
People on this very board shat themselves with anger for how "small" Outer Worlds was and tried to do the same with Avowed.

Plus japs aren't actually interested in large open worlds that much (few exceptions being Elden Ring and Zelda, which are very different games) and post apocalyptic game worlds settings like Fallout's.

Besides, it's not like the 3D Fallout games have much good in them. Fallout 3 for example is legit dogshit in terms of level design, world design, writing, combat, system design and more.
