As far as modern wars go, I could see these being workable for an RPG. Enough chaos and behind the lines espionage in a civil war to make playing as some sort of agent workable in the RPG framework. Maybe a South Vietnamese Hmong working as an agent for the CIA in Laos, Cambodia, and North Vietnam. I feel like combat would be boring though, just another boring action shooter. I suppose you could mechanically limit the usage of firearms in cities or something with checkpoints and patrols. Regardless, I think modern settings are kind of a snooze fest waiting to happen for RPGs, no idea why it just doesn't inspire me.

What is really like to see is an RPG set in the new world, doesn't matter North or South America, I feel like the interesting interplay between the wild frontier of Indians and the budding colonies of Europeans is totally underutilized in games and storytelling in general. Plus the primitive nature of firearms and relative lawlessness would give combat a bit more depth and provide the world with the freedom and exploration you expect from an RPG
