Because QTE/timed hits/minigames are fundamentally incompatible with turn-based games and have no place in developing serious, strategic ones.
It works in Tomato Adventure/Mario & Luigi because neither is trying to be a "serious" RPG, but instead comedy games where the mechanics don't seem out of place. Plus, both games go all-in on the meme mechanics and literally give you no choice but to engage with them from start to finish.
Super Mario RPG actually has something resembling balance because a very large amount of attacks can't be blocked and still require you to play the RPG component well, but the timed hits/blocking have god awful feedback (this is something Superstar Saga went overboard to remedy - you'd swear your GBA gained rumble because of how convincing the audio and visual effects are when you land a timed hit).
