because most vampires don't have a slave with a helicopter propeller who can turn into a bat. as said, lacroix is a powerful vampire who thrust himself into the position of prince through his own means but couldn't firmly establish his rule, because the skills that served him well as a mid-level camarilla officer didn't prepare him to rule the peace as a prince in a hostile city. it is not bad writing to have a flawed character, it's bad writing to do nothing with those flaws. a normal ventrue, presumably, would be happy working up the camarilla system, it takes a particular one, a greedy power hungry strongman, to try something like lacroix did and that's exactly who he is

nah, you just can't understand it. theres no manipulation on the camarilla's part, they're just letting lacroix do all the leg work so they can reap the rewards. nines and his anarchs are gonna hate the camarilla no matter what (nines baked his entire identity on it) and isaac doesn't care. nobody's in any position to challenge the camarilla, since they woulda done that before lacroix got situated. it's just a matter of replacing lacroix with a more diplomatic representative, getting isaac and the other toreador baronies invested in the rule and boom, LA becomes a camarilla stronghold again. all it'd cost is a jester-prince.

if you have to engage in mental gymnastics to excuse something that contradicts your narrative, your narrative is likely incorrect. strauss does not like ventrues, largely because he spent the past few years dealing with a particularly frustrating one. it's pretty straight-forward.
