The only game that could even begin to be described as letting you use dragon transformations as much as possible was BoF1 and that's because dragon forms don't have upkeep AP costs.

BoF2 is right out because a dragon attack costs the entire fucking AP bar, it's the most hostile system in the first 5 games.

BoF3 has a load of different, varied, dragon transformations, it's the best dragon system in the series by far... and no you the fuck can't use the dragon transformations as much as you want because this the first installment they put in the AP upkeep costs to remain in form.
I mean, sure, if you're dicking around on the world map going into random encounter arena/areas you can camp out super easy and regain all your lost AP so great for testing shit out. But in a dungeon? Especially early game, if you aren't grinding for AP recovering items? ... you're not transforming Ryu at all. You're trying to keep his AP bar as pristine as possible to unload on the boss at the end, because the bosses are designed to be little damage sponges to take a satisfying beating from a dragon.

BoF4 has a similar deal except not really because there's not really much experimentation you need to use the camping system for. You don't get a new dragon form beyond Aura for a long ass time anyway. Either way... you still save Aura for the boss because the boss is a little damage sponge designed to take a beating from a dragon. Don't want to gas out before the fight finishes, let alone before it even begins.

DQ has, in essence, the same design philosophy. One giant ass dungeon? You save the dragon powers for the bosses because the bosses are little damage sponges designed to take a dragon-sized beating.
