You are so cloooooooose to the actual answer. The real answer is that large corpos like Coke, have different marketing teams for different regions. Their East Asia region sees vtubers as popular like other VAs and will hire them for advertising for THAT region. Now if you look at the English speaking Holos, then their marketing team will either: ignore them and say, not my region OR they will be forced to shill in Japanese. But what about using them for NA or EU? Well, vtubing is seen as a niche of a niche of a niche. Outside of anime conventions and other events where they pay to be advertised (like the Dodgers collab), they just have no market value outside a small subset of potential customers, so they make zero sense to use. That is why JP is getting big sponsorship and why EN (and ID to an extent) get nothing major.
