There's no running from it, learn to use ffmpeg. Here are my handy snippets:
><general-bitrate-in-kbits> = ((<target-size-in-mib> * 8388.608) / <lenght-in-seconds>) - <audio-bitrate>
Since we're in /wsg/, target size can be rounded to:
>((5.9*8388.608)/<lenght>)<audio-rate>)=<approximate-bitrate>
Then, using the VP9 codec, we encode in two steps (observe the '-pass' option):
>ffmpeg -y -i <input-file> -c:v libvpx-vp9 -b:v <general-bitrate> -pass 1 -c:a libopus -b:a <audo-bitrate> -f webm NUL
Linux users should use '/dev/null' instead of 'NUL'.
By now we should have a temporary logfile, which can be deleted later.
>ffmpeg -i <input-file> -c:v libvpx-vp9 -b:v <general-bitrate> -pass 2 -c:a libopus -b:a <audo-bitrate> <output-file>
And done. If resulting quality does not meet expectations, we can resize or cut the source video:
>-vf "scale=<width>:<height>"
>-ss <begin> -to <end>
Here's what I did with picrel:
>ffmpeg -y -i console_intro_mashup.mp4 -c:v libvpx-vp9 -b:v 1830k -pass 1 -c:a libopus -b:a 64k -f webm NUL
>ffmpeg -i console_intro_mashup.mp4 -c:v libvpx-vp9 -b:v 1830k -pass 2 -c:a libopus -b:a 64k console_intro_mashup.webm
This is just an example, as the original .mp4 had around 1.60MB (smaller), so a greater compression/quality ratio can be achieved with a lesser carefree approach
