I mean that's the point of the film innit? the Immortals are shown to be immense cunts whose entire existence hinges on keeping the population of Brutals down. they also force the Brutals to farm, for the benefit of the Apathetics among the Immortals if I remember correctly. Frayn and the other Rebels breed and groom Zed to destroy the Tabernacle, thereby destroying the Vortex and bestowing the gift of Death upon it
