It does, but EU companies get bought by American companies at an early stage. Mainly because Europe suffers from a chronic lack of investment capital as most Europeans would rather keep their money in traditional savings accounts. This is attractive because
1- The Euro is stable and has low inflation and
2- The Fed doesn't seem worried about the downward trend of the USD in relation to the EUR, so European savers don't get as return from investing in USD denominated funds.
This is why the EU is trying to change the incentives and regulations around savings and investments to divert capital from traditional savings accounts to the stock market, in particular the domestic stock market.

And most importantly, this is why American shills shit themselves every time this gets posted and start pretending it's a bad thing for Europe. If the USD continues to devalue and Europe goes ahead with these reforms we will start seeing more startups staying in Europe and most importantly, more European funds buying American companies at a bargain price.
