Like I said in another thread all the problems are a result of them designing Korra as the Opposite of Aang rather than as a complement. Aang is empathic as a result of world travelling? Korra has to be a dumb shut-in that's so sheltered she doesn't even know you need money to pay for things. Aang is wise behind his years? Korra has to have a bad case of arrested development.
They never figured out who she was outside of that contrarianism.
