It's more common for cape comic writers to use a run on a book that actually sells to resolve plots from their runs on other books that got cancelled, or bring in their OCs from other books and keep trying to make them happen. With annuals, it was just more common for the annual to be made by an entirely different creative team to the main book, and that's often for reasons of how much workload the regular writer and artist already have.

This specific annual is what it is because the X-Men editor at the time really liked Quicksilver, who had been turned into an insane villain in the 80s. The point of this story was to blame it all on a villain mind controlling Pietro and his wife Crystal, and put an end to it, though the main writer behind Evil Quicksilver tried to just ignore it.
