Not really how it works for utility stuff. Utility company owns the power meter, transformers, etc... felony to tamper with them. Having said that, if you wanna fuck around with them I'm not gonna narc.

In any case, you're probably better off googling what subdivision transformer boxes contain. Technically it should be safe to open but you never know if it was installed by an idiot and there's a loose connection somewhere. There's 7200 Volts in there. Again, the actually wiring should have a metal case protecting it inside the box, but idiots and all.
