Anon, a radio broadcaster can tell how many people are tuned in because it actually changes the power draw on their transmitter. Low frequency radio waves are in a field and putting up a resonator actually changes that field, you can experiment with this yourself, put a FM radio in a spot with bad reception and then walk around the room, the radio will get significantly clearer or worse as you walk around because you are shaping the EM field around you.

Modern cell transmitters can beam form and guide their output towards you once they detect you're coupled with them. You've probably noticed this when using your cell phone, you sit in a spot and initially the reception is bad and then after about 15-20 seconds the signal suddenly becomes stronger. If the demand on the cell tower is too high then it will go back and forth between users and your signal will alternate between strong and weak.
