do you need a license? lets put it this way the fcc has never prosecuted any private individual for using a radio on gmrs as long as they aren't being a dick. if you are a dick the sad hams will definitely try to find you and report you.

would the fcc fine you? maybe. but they can't really do more than tell you to pay it. there is no record of any private individual having to pay a fine for using gmrs freqs.

transmit on local police, fire, or other public service freqs and your ass is fried. you will be in deep shit.

can the baofeng radios transmit on public service freqs? yup. so if you want to listen to them set the transmit freq to frs channel one so if you accidently transmit on that freq you won't get introuble.
