Actually, it is more logical than you may think once you consider a few things.
At the time, the basic nature of Proto-Indo-Europeans and their archeological cultures was known. The NSDAP did believe they were talking about Indo-Europeans with the word "Aryan", but:
1. "Indo-Europeans" in German is literally "Indogermanen", which can suggest to people a special connection to Germanics
2. The Corded Ware culture was considered the primary candidate for the PIE homeland
On account of this info all of their views and attitudes actually make intuitive sense. They will basically use Aryan, Nordic and Germanic interchangeably. Perhaps the "laymen" wouldn't know about all this, but this informed their terminology and the use of the swastika.
