Not really. The consumer market always existed. In fact, the French Revolution was brought on by people's inability to buy basic necessities, especially bread. The concept of lowering production costs comes from trade and bargaining between nations in order to enhance a nation's wealth, not from private buyers. People have been striving to do that way before capitalism as a system was even a thing in countries. Humanity has been trying to ease labor costs and increase production since the dawn of time. Again, the Romans themselves had the concept of the steam engine, they couldn't manage to produce it to be profitable since they didn't have the centuries of knowledge of precise manufacturing required to make it economically worthy. Same way the USA or China today cannot produce even remotely the high quality chips Taiwan can do with its TMSC manufacturing. It's built up knowledge, these things don't spring magically from nothing.

Nope. The reason the Eastern Bloc fell apart is that the majority of people were working in governmental positions paid by the national budget with only the oil revenues propping it. There are many other reasons, but this was the main one.
