That didn't happen at all. When America put up the Smoot Hawley tariffs, each country put up tariffs not only against America, but also against one another. Furthermore, the world of 1930 was divided into multiple colonial empires many of which traded more often internally than externally. Because Germany had no colonies to fall back on the breakdown in international trade was felt more acutely there than in Britain or France.

Also the Great Depression in America had a smaller effect than many people realize. It's true that about 1/3 of Americans were unemployed, but it's also true that about 2/3 of Americans remained employed during the depression.

So that's going to be a very different situation than that of France where they're still rebuilding from damage in WWI, or Germany which experienced all sorts of problems with the Weimar government.

In general I would say that the decline of a major power in and of itself doesn't allow other places to rise. Just like how a tall person sitting down doesn't make short people taller.
