Sanctions from who? Assuming the United States is already embargoing Germany that doesn't change much. Germany has the resources of all of Europe and theoretically Africa at its disposal. Europe can survive without trading with the United States if that's how its going to go.

Independence from who? With the exception of Alsace-Lorraine, Germany didn't actually plan to annex any other French territory (no, the Fuhrerline was abandoned after Barbarossa in case anyone brings that up). If anything, based on the writings from German economic planners during the war, France and Germany were to share the same kind of 'special relationship' they share in the modern EU, as the glue that would have held the planned European Economic Community together.

It would be out of their control all things considered. Imagining that the Germans control Soviet territory up to the A-A Line and a more official border (perhaps along the Volga) thereafter, there is only little the Germans can do to the Soviet remnants beyond hoping that all that instability brings down the Soviet regime organically. The Germans would be far too busy consolidating what they already had.
