I'm going to explain it but you'll have to grit your teeth through it, I swear these are very easy to use while drawing but they sound like /beg/ trap math when written out. Simplest explanation is that they're figuring out how they want their figure rotated and using the circle to plot the vanishing points.

Either a warmup or them testing some ratios out for the perspective before they do this, I dunno.
>First set of numbers
60/30, the angle that the vanishing points are from where she's standing. Take a look at fig 4.6 (bottom-left) on pic related from Framed Perspective - they plot out the box from a top-down view. Lines A and B are drawn at 45-degree angles from Point 1, equally to the left and right. If we take those lines and extend them out to the horizon line, we get a box that shows us its left and right side equally. Then look at fig 4.7 and 4.8 on the next page, we've rotated the box so the lines are now 30 degrees and 60 degrees from Point 1. Extend those lines out to the horizon line and you get vanishing points to rotate the cube. Now back to the scene - Point 1 is where the woman is standing, 60 degrees and 30 degrees from her feet = vanishing points on the horizon line that can be used to construct her in perspective.
>Second set of numbers
They're placing the vanishing points in the final drawing now. 60 degrees on the left, 30 degrees on the right, plot them on the circle to figure out where those vanishing points are in the curved 3D space. You need to do it that way otherwise you get vanishing points that are way too close together. 45 degrees is a very easy measurement to mark and they used it for the walls but I don't know if there's anything significant about it, they could've used any angle. 90 degrees was pointless. The 60/30 was pointless too, he ended up drawing her as more of a cylinder.
