No it's not and yes it can. It's no different from any publication that doesn't demand the author appear in every consecutive issue, and no that's not limited to hentai rags.

I am merely pointing out that there's plenty of examples of people who make manga professionally while drawing backgrounds themselves. I would argue that it's the norm, even, outside of publications popular enough that the income makes hiring assistants sustainable. It's just funny to me that people will claim on one hand that manga artists are underpaid and overworked and on the other hand that they barely draw anything themselves because they can apparently afford to hire whole teams of people. Not saying it's the same people saying these things, of course.
