I started working as a professional with very barebones knowledge -- just pop-culture osmosis/anime watching knowledge like the differences between 私/僕/俺, referring to people by name/profession if possible and so on. Just enough so that I could edit a google translated line to get across what my intention is for my editor to fix up to read more naturally. It's not necessary to be fluent before starting, just how it's not necessary to be a master draftsman to even start drawing comics. You get better as you go.
I also live with my mum (for as long as she still lives anyway, she ain't got much time left). Yeah it would be nice if I could have afforded to move out, but this is just one of the sacrifices you gotta make for something like this. It takes a lot of work before you can even get to the point where there's any kind of income, and it's not likely to make you a decent living for a long long time. I'm over 10 years into comics at this point, getting my first paid work 8 years in and if this first commercial book sells well then I'll finally be making a taxable income. This isn't something you do for money, and if you can't survive without significant income or benefits for a significant part of your life then you'll have to work part time and accept that it'll likely take you much much longer.
Animation will be the same story btw, though there's more demand for junior artists there (only because your artwork/storytelling doesn't need to be the selling point for a work like it does in comics).
