It has not. Every few years you hear about some media giant throwing its weight around against some small individual. It keeps the chilling effect going. A few companies do this because they have the level of audience capture for it to not affect their bottom line too much. Games Workshop, Nintendo, UMG and Disney are ones that are well known for being dicks, but others do so as well.

Wizards of The Coast has tried this more recently with attempting to modify the (very shitty - but I won't get into that) license they pushed out for use with D&D 3rd edition back in 2000/01, and the backlash was so extreme that they damage-control'd by releasing a massive chunk of the current edition ruleset under CC-BY instead. The proposed modified license was rejected by scores of indie RPG creators, and the general market in that space has enough competition that it's healthier than a lot of other consumer hobbies.

Media Corporations ultimately want to have monopolies on sections of culture, so once they believe they have reached a saturation point they start being anticompetitive, and use IP laws as a cudgel to do so.

And you bet that if things get bad enough such a company might try to DMCA people who share memes using their properties in "unsavory" ways, and using their own definitions of "unsavory".
Proof? The modification of the license WoTC was pushing contained this language:

>No Hateful Content or Conduct. You will not include content in Your Licensed Works that is harmful, discriminatory, illegal, obscene, or harassing, or engage in conduct that is harmful, discriminatory, illegal, obscene, or harassing. We have the sole right to decide what conduct or content is hateful, and you covenant that you will not contest any such determination via any suit or other legal action.

So some psychopathic MBAs in the C-suite, Marketing, and/or Legal Department get to decide what counts.
