Depends on what kind of art we are talking about. Some artists are way too good and obviously have natural talent. Being good at art is a lot about just starting very early on and always practicing and studying. Once you hit 30 or 40, drawing feels kinda sad and redundant if you don't make money with it. But that's just my experience. Manga artist often just managed to make it at a very young age. They were very fast at developing a good style and started publishing at 25 or so already. If you are this fast then you can become very good. The longer it takes, the harder it gets to get really good.

The guy who did OPM is actually a really talented artist. He can draw super fast and still make it look great.
