No, you don't get a tax break for being in an HOA. There are unincorporated areas (areas that are not inside a municipality so they get services directly from the county) that generally pay less taxes, but many HOAs are inside cities.

The government still provides services to HOA residents. However, HOAs have to take care of all the infrastructure within their subdivision, and maintain the streets. Sometimes the city will provide garbage collection, sometimes they make the HOA do it, it just depends. The reason we require HOAs for single family home developments, which is unusual elsewhere, is that cities know they will not receive enough in property tax from the homes to pay for providing infrastructure, so they force the developer to create an HOA to take care of it.
