Assuming you mean the pelvis and not the hip, yes, a fracture of it can in fact heal, surgery potentially not required. The soft tissue organs of the abdomen and pelvis are a far bigger concern, and so I do actually recommend abdominal and pelvic plated for most civilian/militia purposes where you're going to prioritize protection over mobility. Oh, and, no, a bullet isn't going to atomize a bone that big. A 50 cal, maybe? If it struck at a near 90 degree angle? But nothing you'd see normally.

Gunshot wounds to the bowels typically take 24 hours or more to become lethal, assuming no large artery was hit. If the abdominal aorta gets hit, yeah, now you have seconds to minutes before losing consciousness and dying. A hit to one of the highly vascular organs (the liver and spleen) can be fatal in minutes to hours depending on the size of the injury (usually hours for a gunshot wound). But most gut shots do not hit that (these delicate things are more deeply buried and protected), and instead tear up the digestive and reproductive organs: this is actually one of the worst, most agonizing ways to die. But it can be surgically managed, albeit in many cases with lifelong lifestyle and health changes that range from "inconvenient" to "my life totally sucks now". Regardless, they are very unlikely to be lethal if you can get them to an operating table within the day, which is why any first world military (and most other militaries) are fine with just the upper thorax being protected.

I have absolutely no knowledge whatsoever if this is different for animals, or why that might be the case. But humans can have their guts spill out and get packed back in like you see in gory movies, and they often live (this is more common than you would expect)
