Navy: Lots of small coastal boats, mini subs, small amphibous aircraft, a few good internal transport netwoks, tiny U-boat pens in coves for your tiny ships. Consider walling off inlets and Fyords as brackish water reserves and to eventually create enclosed deltas/inland lakes the DPRK does. Make your harbors into closed bunkers. If yopu ever think you have enough mini subs then you need twice as many. Mines, shitloads of mines. From the map, coastal torpedo launchers.
Army: Swiss/Finland/Albania. Each house is a bunker and you raise lots of goats. Alspo only 3-4 roads, everying else is goat trails.
Airforce/air defense: Have Dagon give you a chest of gold from the oceans deep and buy a fuckton of MANPADS and KPVs. Beyond that a bunch of small prop planes and helicopters as well as a few long rangfe patrol sea planes.

Cultivate a civil airforce using small prop planes for internal use and a single airfield for international transport.
