Every single country would torture the fuck out of you happily, most of the time they'll even do it on accident. People fall through the cracks all the time, just because something isn't allowed doesn't mean it isn't done, especially out of sight.

Of course this is all a bit silly during peace time. Right NOW, sure, it's reasonable to assume most places will just put you in prison or whatever, but if a country is drafting nowadays it means a war is severe enough that compulsion by force is on the table.
