Fourth best, had good, beautiful ships and skilled officers but they lack fuel to do full deployments. Were criplet almost from the start thanks to Perfidious Albion schemes (Battle of Taranto)
>Kriegsmarine
Bit weaker than French Navy before the war, stronger than them during(still way weaker than next one, Regia Marina). Heavenly crippled during Norway invasion, didn't have much use for their big ships aside of tying some of allied ships, very risky convoy hunting operations and some ground fire support against Russians. U-boats were not even close to starving Britain, they had way better run at it during First War. Some good designs some bad designs.
>Dutch Navy
Their subs did good job in first stages of WWII on Pacific, but their surface forces ware quickly destroyed by Japanese.
In Europe they didn't do much, lot of their ships escaped to England and were fighting war from there (same as Polish and Norwegian ones).
>Soviet Navy
Bit weaker than Kriegsmarine, but they were locked in ports for most of the time. Did ok job on Black Sea and as floating batteries in ports.Only their subs were trying anything offensive, but with limited results
