A lack of leadership from the US. It's only since Europe has realised that it can't be enmeshed with the US that talk of foreign troops in Ukraine is seriously being discussed. Previously if Macron or someone mentioned it it would just get slammed down.

The Baltics would do it, but they want assurances of support from the big players in Europe, and they want others to be committed because it's a big task for the Baltics.

I think France, England, Poland and the Baltics could reasonably be expected to be able to protect Kharkiv without breaking a sweat. Even that small effort would help a great deal. They should be able to protect Kharkiv Oblast, and the liberated parts of Kherson Oblast. That's two major airfields fully back on line for logistics, that's some really sweet military hospitals (Kherson defenders not having to drive full pelt to Odessa would certainly be appreciated).

That would free up Ukraine a great deal, and not really cost too much. I could have been cheaper, but mistakes were made early on.
