No, they wanted huge battle ships and had no choice but to not build them because Stalin had anyone who could design a battleship, produce their armor, or build them properly killed for having gone to school. They started to design the Sovetsky Soyuz class battleships in the 1930s, planned to build 15, started building 4, but that down to 3 after finding massive construction issues, and then scrapped everything. They would have been huge, but had less firepower than battleships of the same size, and they had the armor roughly equivalent to other nation’s cruisers because thats the best the Soviets could produce. And the role of a cruiser demands them to be less armored to maintain a high top speed so they are not meant to go toe to toe with battleships and when they do the results are really bad, see: battlecruiser.
