Because NIJ Level III is a six-hit requirement and SAPI is a three-hit against 7.62x51mm M80. SAPI is however required to stop multiple threats above M80, such as M855 / M193 / 7.62x54R LPS (albeit with the last one at substantial standoff). SAPIs have less required multi-hit than base NIJ Level III plates, but are able to stop many additional threats. It's just a difference in standards.

SAPIs have been out of regular service for years. You take the time machine from 2006 or something? I sadly have to inform you Dragonskin flopped the trials and there was no conspiracy against Second Chance about the Zylon. Oh yeah, and the cheap titanium plates from overseas in 2003 weren't actually titanium.

XSAPIs do actually exist and have existed since 2008. They're the white plates in pic related infographic. 6.5lb for a SAPI medium. Pound heavier than an ESAPI. They're contingency plates and actually for selected troops only at command discretion. ESAPI is still the go-to.

More than twenty, actually. The NIJ standard has been around since 1971, and so have Level IV plates. Many of the early exemplars were true single hit only, but by the 80s tile arrays were around that enabled reliable spaced multi hit performance.

PE plates are very weak to virtually any steel core threat. M855A1 would do the same except for long standoff distances. XM1186 will do what M855A1 cannot against ceramic-PE III++, XM1184 will have some more headroom than M993 against IV to IV+ equivalent plates, and should clear XSAPI-equivalents up close.
