A year ago I would have said no, because Form 4s took way longer to clear than Form 1s. Nowadays the gap has closed, and they're all significantly faster, so I will change my answer to yes.

For the same $200 tax stamp, when you buy a factory SBS, you don't have to engrave it as you would a Form 1, and you don't have to rely on a gunsmith (time, $, and possible mistakes if you can believe it). Alternatively, you don't have to do it yourself which, admittedly, is not a big deal for most people.

That being said, I Form 1'd my 870 SBS this year because I wanted the shortest barrel possible without modifying the mag tube (about 12.5") and the factory 870 SBSs all have 14" barrels. And also because it wound up being cheaper since I bought it used.
