The rivers, channels and locks go almost to Pyongyang which has the same set up for the East Coast. They can move submarines and small ships, at least small ones from coast to coast inland. It is a decent accomplishment to make a inland capital a port city accessible from both sides.

It is the equivalent of Paris being a port city that can access the Mediterranean and North Sea at the same time and at least in theory being able to move warships between them. Both the DPRKs costal barriers are massively impressive projects that deserve mention as they are of long term geopolitical significance, focus on the geo part.

Why shouldn't they be? They have the most tightly controlled coast on Earth and can throw out 100+ subs on short notice as well as several hundred small boats and division level coastal artillery/ASMs, the only way you would get in there would be a D-Day level effort. Quite frankly they would happily fight Battle of Inchon again but i don't think their opponents would.

Why shouldn't they invest in their navy, no one will go within range of them but half a dozen groups attack the USN with impunity. The USN will go within Yemen or even Iran's territorial waters with impunity, if they do into the DPRKs they will die. That is a solid defensive naval strategy if i ever head one, keeping the worlds most powerful navy from your shores. Of course the DPRK is going to strengthen it's Navy, it has been doing a good job for almost 75 years.
