That's why I never saw an issue with the holzman shield accidental-nuke. In that setting people are not stupid and would be able to put 2-and-2 together and you have the Bene Gesserit who would be able to investigate and discern any and all bullshit. So while they might want your house to get away with nuking and instead blame another house for their breeding schemes anyone not in-the-know is just guaranteeing nuclear extinction by pulling bullshit and having all houses throw nukes at you.

It's presumably quite expensive. Moreover with travel predicated on the guild nobody can send an army anywhere unless the Guild has no objections to it. And they probably don't want nooks throwing around so if they transport Thilpur Sazwat and then a nuke goes off on the planet he went to the guild is going to go to House Choksondik and beat them like a rented mule with tariffs and embargos if they so much as suspect Thilpur was in any way responsible. And that's even without considering the aformentioned reeeeee spergeout by the landsraaad at someone trying to use a dirty shield-bomb.
