Erdogan wants to be the caliph of the Islamic world, if not in name then at least in practice. This is why he jumps to the defence of muslims in every regional squabble.
He tells NATO that he's the western ambassador to the middle-east and can tard-wrangle the muzzies, he tells the middle-east he knows how to placate the anglos and keep them at arm's reach.
He tells both sides they need to play along with him so that he can keep the other side under control.

The not-very-hidden agenda to all Turkish doings with regard to muslim/non-muslim conflicts is that Erdogan wants to be the natural authority of the islamic world that everyone comes to talk to when they need something and nobody can ignore if they don't want trouble.

They wish other muslims would know their place kneeling to the TVRKISH BVLL, I think the Turks want to be the developed, high-tech Muslim nation in the middle-east with all the others as their migrant labour force, basically Ottoman-era slavery done by working visas and such.
Countries like Dubai and the Emirates are rivals in this sense which is probably one reason why Turkey likes being in NATO.
