No, they started off by tracking down the grognards at Dynamit Nobel who still knew how to make the G11 propellant, wrote down the real recipe (the info that came with HK TDP wasn't actually what was being made, there were all sorts of changes to the process that never got written down), made a few batches of their own, and quickly realized that the caseless ammo had unsolvable yield issues, unsolvable scaling issues, unsolvable robustness issues, and very difficult to solve cookoff issues. They realized that caseless was a dead end, and immediately dropped it for CT development.

They never did, caseless was out in the very early days of the LSAT program. This guy actually gets a whole lot of public details about the NGSW program wrong; it's clear that he's handled the production XM7s but has little to no experience with the other entries or even the early Sig NGSW prototypes.

They did their testing with case materials very early in the LSAT program and had something that was suitable before they even began on the weapon itself. They haven't given any details on the material but my guess is it's PEI or something similar. There were no such ammunition issues with the Textron NGSW entry.
