It was their very long term cost estimate back then and assumed fly away cost somewhere around third of the cost. I'd assume the life cycle cost estimate for F-35 almost same as it was back then, just slightly higher number as it adjusted for inflation for current dollar value. A lot of export orders were already in back then.

That is fly away cost of aircraft. In fighter deal that is typically between third and quarter of actual cost of fighter, maintenance, training and weapons packages. Worst Koreans might be selling cheap to get their part of fighter exports pie.

When it comes to thirdies as clients and all the cheap deals they get. They might be being cheap on the maintenance part and initially buy far less spare parts than actually needed. There is reason why lot of third world air forces actually operate far less aircraft than they have bought. If you buy 15 fighters and spare parts only for 8, you will also get 7 really expensive pieces of modern art.
