Partly but not exactly. Pakistan was primarily founded by a group of Western-educated secular liberals and moderates who espoused non-denominational Islam as a political grift to get power and create a state of their own. They included Nizari Ismaili Shia, Tayyibi Ismaili Shia, Twelver Shia, Ahmedis (Qadianis) and Sunnis.

They didn't care that the borders made no sense, nor did they care that Sunni Muslim religious centers were located in North India, or that the earliest [Sunni] Muslim communities east of the Indus River were in South India, nor did they care that a large chunk of the Muslim population in Republic of India would realistically never emigrate or be able to emigrate to East Pakistan (Bangladesh) and West Pakistan, nor did they care about abandoning the Rohingya in Myanmar.
