More importantly, American troops being sent to an Iraq that had already collapsed into civil war wouldn't be seen so much as an invasion as it would an intervention. It wouldn't have received anywhere near to the same degree of massive public opposition either domestically or internationally. If anything, the Gulf States would have been inclined to support an American occupation of Iraq out of fears that it would otherwise fall under Iran's influence (which is literally what happened post-withdrawal).

We kinda have a parallel to this like with Kurdistan. There's been US troops, thousands of them, in Syria for over a decade now and their presence has been met with minimal international and domestic opposition.
