Pantsir design started in the 90s when Russia was just 100% shitting itself on a national scale; every aspect of its society became 3rd world tier (many never recovered).
God only knows what went on during the development but it's just about guaranteed everyone fucking lied about everything and every corner that was cuttable got cut, with some that were uncuttable getting cut anyway.
As a result, its capabilities are massively overhyped. That was fine when Russia was selling its stuff to shitholes that didn't have an alternative. It's less fine when it's actually being deployed to counter the threats it should be able to, according to its paper specs.
