I have really good memory, but say that not everyone does - let's leave this argument out of it and focus on what system could potentially work.
I've already been doing the handwritten notes approach and it does help understand and remember a lot more than just reading, but it is extremely slow if you go through a book cover to cover. Another thing I've noticed is that it matters when exactly you come back to make these notes - I haven't figured out when the right time is, it seems if I do it the same day it's easier to remember things than if I do it the next day, but I don't know if that impedes "sticking".

I know, I think I'm approaching this from a more "academic" angle. Imagine you like the first half of the 19th century most, specifically France and all the July monarchy, July revolution shenanigans. It would be immensely helpful for your understanding and interpretation of these events if you understood the broader context in which they were lodged, and some historians try to cover this, but it is never the same as when you already have the framework in which to fit it in.
Following that train of thought, there must be a good way to go through large chunks of history without spending years on each one (at the beginning). Gombrich has a nice quote

but mechanically remembering dates is a chore and never yields a good understanding of the processes. So ideally, a good process for going through these chunks of history would include some 'hard facts' like dates and then a narrative tapestry (even a self-woven one) to hang on to them.
