It's impossible to conquer them without an army, but urbanites aren't known for being very warsy. City states are vassals, usually. The only exception I can think of are the Swiss,who are however warsy, even in the cities.

Rather because the independence movement made a lot of propaganda for the new state so that 99% of the population got involved. It was a victory of social cohesion against militarily stronger opponents.

Well, yes, allowing the vanquished to have their own culture is more or less a concession towards them. It more or less only happens when the conqueror is culturally inferior to the vanquished population. From the day you declare yourself master, you can expect secret conspiracies against you to have become formed. But you can't do anything about it because you in fact are culturally inferior. That's also why the Brits couldn't keep India.

Well, flourished, I don't know if that can be said about Imperial Rome. Basically it was a shitty system everybody hated but every freeman in the Empire could theoretically become Emperor so no one bothered about changing it. With time, the purposes their government had once served slowly eroded and turmoil happened all over the country. The answers from Rome grew more pathetic with every Emperor until becoming fully overthrown.

I don't think all those groups are happy about belonging to the Chinese state. Now that the Chinese state is flourishing they may not fear an opposition but as soon as crisis emerge their opponents will do everything to separate from the Chinese.

Useless and pathetic strawman.
Foreigners are neither good nor bad, but they are usually bad for social cohesion. You can't have an Empire after all without foreigners to conquer, so I take you seeing me as being against foreigners as a compliment for having an anti-imperialist attitude.
